Loans for Petrol Pump Dealers
A retail outlet runs on a petroleum storage licence granted under the Petroleum Rules 2002 by the Petroleum and Explosives Safety Organisation. Rule 142(2) is the provision to read before you borrow: a licence remains in force until the 31st day of December of the year up to which it is granted or renewed, subject to a maximum of three years. Sources that describe a ten year petrol pump licence are wrong on both counts - the cap is three years, and expiry is calendar-fixed rather than dated from grant. We help dealers across Telangana and Andhra Pradesh finance outlet development, tankage, automation and working capital.

Why Petrol Pump Dealers Get Better Rates
Three Years Is the Cap, Not Ten
Rule 142(2) of the Petroleum Rules 2002 provides that every licence granted or renewed will remain in force until the 31st day of December of the year up to which it is granted or renewed, subject to a maximum of three years. The Form XIV licence template says the same thing on its face. Commercial sources that quote a ten year validity are describing something the Rules do not provide.
Size the Loan to the Licence, Not the Calendar
Because expiry falls on 31 December rather than on the anniversary of grant, a licence issued late in a year carries far less remaining term than its nominal period suggests. A term loan sized against the idea of the licence, rather than against the expiry date printed on it, can outrun the licence by most of a year. Read the date on the document.
Form IX Applies, Form XIV Licenses
Rule 143(2) makes Form IX the application to import and store petroleum, and Form XIV the licence that follows. Knowing which document you are holding matters when a lender asks for the licence: an acknowledged application is not a licence, and the two are commonly confused in files we see.
Safety Distances Sit Inside the Licence
The safety distances applicable to your outlet are written in as conditions of the Form XIV licence itself rather than granted as a separate approval. That makes the licence document the single reference point for what your site is permitted to do, which is convenient when assembling a loan file.

Loan FAQs for Petrol Pump Dealers
Rule 142(2) of the Petroleum Rules 2002 caps it at three years and ties expiry to the 31st of December of the year up to which the licence is granted or renewed. A separate provision, Rule 142(1), makes licences in Form III or Form XVII valid a maximum of one year. Check which form you hold, and read the expiry date printed on it rather than relying on a general figure.
